1. From here a good inventory of the current situation can be made. A plan is drafted to define the current phase and how data will be generated to assess current practices.

2. There is much more behind this. Making agreements in which people know what is expected and when there is a transfer of responsibilities. Bottlenecks are often identified here. In addition, this can provide a good overview of how things are done now, which can lead to some nice projects.
